Our Services Within the Scope of Classification, Labeling and Packaging (SEA) Regulation of Substances Articles and Mixtures

The Ministry of Environment and Urbanization published a revised regulation on the Regulation on Classification, Labeling and Packaging of Substances and Mixtures (SEA) in the Official Gazette No. 28848 on 11 December 2013. It is in line with the EU CLP Regulation (1272/2008 EC) and fully entered into force on 01 June 2016.

 

Regulation of chemicals in Turkey concerning classification, labeling and packaging determines detailed rules and guidelines  and introduces the concept of GHS (Globally Harmonized System) toTurkey. Turkey thanks to these regulations, will have the same standards as other members of the United Nations or countries accepting this application

 

Similar to the EU CLP regulation, it requires manufacturers and importers to register the classification and label characteristics of hazardous substances and mixtures in the relevant system (Chemical Registration System - KKS) of the Ministry of Environment and Urbanization.

The main purpose of the regulation; To take precautions against the adverse effects of substances, mixtures and articles put on the market on human health and the environment. However, it regulates the classification, labeling and packaging of substances placed on the market in order to ensure their circulation under certain conditions.

 

Obligations within the scope of the regulation:

- Loss and prevention classification of substances and mixtures placed on the market:

Companies that import or manufacture substances, mixtures or articles are obliged to determine and announce the Hazard and Precautionary Statements of their products within the scope of the Regulation.

- Label and packaging properties of harmful substances and mixtures:

A substance, mixture or article that receives a Hazard Statement within the scope of the Regulation must be packaged and labeled as stipulated by the Regulation.

- Safety Data Sheets:

If there is a requirement to prepare a Safety Data Sheet in accordance with Article 20 of the Regulation, a Safety Data Sheet is prepared in accordance with the “Regulation on Safety Data Sheets Regarding Hazardous Substances and Mixtures No. 29204”.

- Registration in the Chemical Registration System (KKS):

Substances classified as harmful (expressing hazard) must be registered in the KKS system of the Ministry of Environment and Urbanization.
